Section
One, Organization
1.00 The name of the Organization shall be
National Winged Outlaw Karts
1.05
The Organization shall be incorporated within the State of
Minnesota
1.10 The purpose of the
Promotional Organization shall be to allow Member Facilities
uniformity in Rules and Regulations for Outlaw Kart Racing
and to encourage racing participants to race at a variety of
Member Facilities to accumulate points towards an
accumulated points award.
2.00 The governing body of
the Organization shall be known as the Board of Directors.
The Board of Directors shall be responsible for
cooperatively establishing the rules and regulations of the
Promotional Organization.
2.10 Each Member Facility
shall be allowed to have the Promoter of the Member Facility
and another individual associated with that facility seated
on the Board of Directors.
2.20 Each Member of the
Board of Directors shall have one vote to cast on matters
that come before the Board.
2.30 When the Board of
Directors reaches a number of 20 (twenty) Board Members,
the number shall be reduced by allowing each Member Facility
1 (one) representative of their choice associated with the
Member Facility, to sit on the Board of Directors.
2.40 When the Board of
Directors reaches a number of 20 (twenty) Board Members,
and, having been previously reduced as in Sec. 1 (2.20) the
current Board of Directors shall elect a Regional
Representative to serve on the Board of Directors in lieu of
a representative from each Member Facility.
2.50 Cooperatively, the
Board of Directors shall establish regions that the Regional
Representative serves. These regional boundaries shall take
into account the number of Member Facilities represented and
the average Kart count represented. Equity in the listed
numbers shall guide the Board of Directors in establishing
regional boundaries.
3.00 The Executive Board of
the Board of Directors shall be comprised of a President,
Secretary/Treasurer, and Member at Large. The Executive
Board shall be empowered to oversee the day to day
operations of the Organization.
3.10 The Executive Board
members shall be elected annually by the Board of Directors
and shall be deemed qualified to be an Executive Board
member by being a member of the Board of Directors in the
previous year.
3.20 The duties of the
President of the Executive Board shall be to oversee the
daily operations of the organization. The President of the
Executive Board shall call for and preside over any meetings
of the Board of Directors as the President deems necessary
for the operation of the Organization. The President of the
Board of Directors shall not cast a vote on any matter that
comes before the Board of Directors except in the case of a
tie vote and then the President of the Board of Directors
shall cast the tie-breaking vote.
3.21 The Duties of the
Secretary/Treasurer shall be to receive and distribute all
correspondence to the Board of Directors in a timely
fashion. The Secretary/Treasurer shall receive all
membership applications and fees from racing participants
and assign each racing participant an individual membership
number. The Secretary/Treasurer shall receive submitted
points, forwarded by the Member Facility, earned by member
racers at sanctioned events, and post those points in a
timely fashion. The Secretary/Treasurer shall produce and
submit to the Board of Directors, a complete financial
report on a monthly basis.
3.22 The Member at Large of
the Board of Directors shall assist the President and the
Secretary/Treasurer as directed.
3.30 The President may
authorize reimbursement for Out of Pocket expenses if
authorized in advance. Out of Pocket expense does not
include travel, meals, and/or lodging.
4.00 The Organization shall
conduct an Annual Meeting of the Board of Directors as
directed by the President of the Executive Board. At the
Annual Meeting, the Board of Directors shall establish all
rules and regulations for the upcoming racing season and
amend the Organizations By-Laws as deemed appropriate.
4.10 The President of the
Executive Board shall establish the time and place for the
Annual Meeting and preside over the Annual Meeting.
4.15
The Annual Meeting shall be conducted following Robert’s
Rules of Order.
4.20 The Secretary/Treasurer
shall notify each Board Member of the Annual Meeting and
provide an agenda of business to be conducted to the Members
of the Board.
4.25 The Secretary/Treasurer
shall produce an annual financial statement of the
Organization and present that statement to the Board of
Directors at the Annual Meeting.
4.30 The Annual Meeting of
the Board of Directors is open to any member of the
Organization. Those members in attendance, who are not
currently serving on the Board of Directors, must notify the
Secretary/Treasurer two weeks prior to the Annual Meeting if
they wish to address the Board at the Annual Meeting.
4.35
Any Board Member may address the Board at the Annual
Meeting.
Section
Two; Membership
1.00 Any Facility, that
actively promotes Winged Outlaw Kart Racing, as defined in
the Rules and Regulations section, shall be accepted into
the Organization.
1.20 Any individual who
applies for membership and submits to the
Secretary/Treasurer the appropriate membership application
and fee shall be accepted into the Organization.
1.37 Each Member Facility
shall fulfill all obligations of any Organization National
Sponsor as required. Failure to fulfill such obligations and
agreements shall place the Facility as a Facility Not In
Good Standing. No racing points shall be accepted for the
time that the Facility is Not In Good Standing regardless if
the individual racer has paid such fee to the Facility.
When a Facility regains Good Standing status, points may be
awarded to individual racers from that time on. No points
will be awarded retroactively for a time a member Facility
is held Not In Good Standing.
2.00
The fee for an individual membership shall be $20.00 for the
2008 racing season.
The membership fee shall be used
for: 50% Points Fund, 50% Organizational Administrative
Fund. Any fees paid to the Organizational Administrative
Fund not consumed by the administration of the Organization
shall be placed into the Points Fund.
Section
Three; Equipment
1.00 The Sanctioning Organization establishes the
following general rules and technical specifications for
Winged Outlaw Karts competing in
sanctioned races.
1.01 Frames
must be of Kart configuration not to exceed 90” in
overall length.
1.02
No Kart shall weigh in excess of 350 pounds when all fluids
are at their recommended peak, with no driver.
1.03 Tires shall be
HOOSIER tires bearing the organizational logo, on all
four corners. Box Stock class shall run slick tires.
2-Cycle classes shall run a “55” grooved tire on the right
rear and any choice of approved HOOSIER logo tire on the
other three wheels.
1.04 Wheels
must be not exceed 6” in diameter and are to be steel or
aluminum only.
1.05 Axle
length shall not exceed 40” and shall not protrude past
the outside edge of the wheel.
1.06
Wings* shall be no longer than 48” and no shorter than
37”. Wing width shall be no more than 40” or less than
32”.
1.07 Height
of the Kart with wing properly attached shall not exceed
76”.
1.08 Body
Pieces including wing, hood, and tailpiece are required
and may be constructed of any material excluding “exotic”
metals and wood.
1.09
Bars, other than regular “nerf” bars may not extend
outside the outer edge of the tire. Nerf bars may not
extend more than 3” outside the outer edge of the tire.
1.10 Numbers must be
displayed on the left and right side of the wing and tail
piece. Wing numbers must be a minimum of 10” and tailpiece
numbers must be a minimum of 6”. Numbers must be legible
and of a contrasting color to their background. Karts
displaying duplicate numbers must add a letter, no smaller
than 6” to their identifying number on the wing locations.
1.11 Organization Sponsor
Stickers, supplied by the organization shall be
displayed on the outside right front portion of the vertical
component of the wing.
1.12 “Cow-catcher”
type front bumpers are prohibited.
1.13 Brakes
must be in good working order. No right front brake
allowed.
1.14 Safety Harness
shall be attached in such a fashion as to restrict driver
movement independent of seat movement. The safety harness
shall include, at a minimum, a lap belt and shoulder straps.
1.15
Approved Neck Braces are mandatory.
1.16 Approved Arm
Restrains are mandatory. Arm restraints shall be worn
between the wrist and the elbow and attached to the lap
belt.
1.17 Helmets,
meeting or exceeding Snell 2000 specifications, (SFI Rating
accepted) being full faced with face shield in place and
properly fitted to the drivers head are mandatory.
1.18 Seats are to be
constructed of aluminum and of “high-back” design. Seat
back shall reach the middle of the drivers head when the
driver is seated in the Kart.
1.19 A Kill Switch
that effectively disables the motor shall be installed and
within the reach of the driver wearing a tightened safety
harness,
1.20 Chain Guards,
designed to protect the driver in the event of a chain
failure shall be installed.
1.21 A
Fire Extinguisher, in good working order must be in
each racers pit area.
1.30 No Kart will be
permitted to have any part or parts that act as “chassis
suspension”.
1.40 All Karts will be
equipped with functional roll cages constructed of
suitable material, craftsmanship (no soldering or brazing),
and design, to protect the driver in the event the kart
departs its normal racing attitude.

Four; Classes
1.00
Open Outlaw class.
1.10 Single cylinder, single
carburetor motor not to exceed 550cc displacement. Two-cycle
or Four-cycle accepted.
1.20
Weight with driver shall be a minimum of 430 pounds.
1.30
Minimum age of driver shall be 16 years.
1.35 Drivers under the age
of 16 may petition the Organization for an exception to this
age requirement with the endorsement of their home track
promoter. The promoter shall state the abilities and racing
history of the petitioner and other factors pertinent to the
exception.
2.00
Restricted Box Stock
2.10
Engine as determined by local track
Note:
Engines used in this class vary in geographical area. This
class usually does not travel outside a local region.
Drivers are responsible to assure any track they travel to,
accepts their engine for competition. Promoters are
responsible to establish rules regarding acceptable engine(s)
in this class. Acceptable engines include Brigg's Flat Head,
Animal, and Subaru.
2.15
Motor shall comply with IKF, WKA , KART Technical Rules, or
Subaru sealed motor rules.
2.16 Prior to any technical
inspection, driver must declare what rules they are in
compliance with in regards to their selected motor.
2.17
Wing must be a minimum of 32” wide and 34” long.
2.20
Weight with driver shall be a minimum of 245 pounds.
2.25
Tires must be non-grooved. Slicks or smooth tire only.
Approved Hoosier tire.
2.30
Minimum age of driver shall be 6 years old.
2.35 Drivers under the age
of 6 may petition the Organization for an exception to this
age requirement with the endorsement of their home track
promoter. The promoter shall state the abilities and racing
history of the petitioner and other factors pertinent to the
exception.
3.00
250cc Class
3.10 Single cylinder,
two-cycle, single carburetor motor not to exceed 265cc
displacement.
3.20
Weight with driver shall be a minimum of 375 pounds.
3.30
Minimum age of driver shall be 14 years.
3.35 Drivers under the age
of 14 may petition the Organization for an exception to this
age requirement with the endorsement of their home track
promoter. The promoter shall state the abilities and racing
history of the petitioner and other factors pertinent to the
exception.
4.00
125cc Class.
4.10 Single cylinder, two-
cycle, single carburetor motor not to exceed 135cc
displacement.
4.20
Weight with driver shall be a minimum of 320 pounds.
4.30
Minimum age of driver shall be 12 years.
4.35 Drivers under the age
of 12 may petition the Organization for an exception to this
age requirement with the endorsement of their home track
promoter. The promoter shall state the abilities and racing
history of the petitioner and other factors pertinent to the
exception.

Box Stock Class
5.10

5.30
Age of driver shall be 8 to 11 years, inclusive.
5.35 Drivers under the age
of 8 may petition the Organization for an exception to this
age requirement with the endorsement of their home track
promoter. The promoter shall state the abilities and racing
history of the petitioner and other factors pertinent to the
exception.
6.00 Box Stock and
Restricted Box Stock motors used at any track under NWOK
Sanctioning shall be specified by the local track at the
beginning of the racing season and that motor or motors
shall be offered as acceptable motors for the entire racing
season. At a minimum, each track will specify the
acceptable motor, fuel and restrictor plate and other
pertinent technical specifications. Different motors
competing in the same class are acceptable as long as they
are declared at the beginning of the racing season with
specifications.
Section
Five: Technical Violations
1.00 Any violation of
technical rules or equipment shall result in the driver
being disqualified from the affected sanctioned race. No
points will be awarded.
2.00 Any driver or team,
found by a local track to be in violation of technical rule
may appeal the decision to the NWOK.
2.10 Any part found to be in
technical violation of NWOK rules by local technical
inspection, that is subject to appeal by the kart owner,
will be initialed by the local promoter (or his
representative) and the kart owner. The part will be tagged
and forwarded by the promoter to NWOK along with an
explanation of deficiency. NWOK will have the part
examined, independently, to determine compliance. NWOK is
the final authority in issues of appeal.
2.20 If NWOK sustains the
finding of the local examination, Section Five, part 1.00
applies.
2.30 If NWOK overrules the
finding of local examination, points earned for the affected
race will be issued to the driver/owner appealing the
initial decision.
3.00 The expense of shipping
the questioned part(s) shall be reimbursed to the promoter
shipping the affected part by the Kart owner within a
reasonable time.
3.10 The expense of simple
measurements, weights, etc, performed by NWOK shall be at no
charge. If testing for compliance results in extraordinary
expense to NWOK the Kart owner will be responsible for that
expense.
3.15 If extraordinary
expense is involved in NWOK testing, the Kart owner will
first be notified and allowed to withdraw his appeal.
3.20 If a kart owner fail to
meet the above stated financial obligations in a reasonable
time, as determined by NWOK, the owner/driver shall be
suspended from NWOK.
Section
Six: Local Track Autonomy
1.00 The Organization shall
not interfere with the operations of any sanctioned track.
Promoters will operate as they deem appropriate. Local
promoters will adhere to all Organization rules and
specifications for Sanctioned Races. Other track
operations are the responsibility of the local promoter.
Local track rules, imposed on sanctioned races, shall not
conflict or otherwise limit the Organizations rules.
2.00 Any driver that is
assessed any local penalty during a Sanctioned Race event,
for local rules relating to unsportsmanlike conduct, may
have that penalty enforced throughout the Sanctioned
Facilities upon application of the local Promoter to the
Organization’s Board of Directors. The written request for
the Organization to implement sanctions against an
individual driver shall include the date, time, basis for
the infraction, witnesses to the incident, and recommended
remedy(s). Notification to the Executive Board must occur
within 24 hours of the alleged violation. The Board of
Directors shall consider the incident in totality, allow for
input from the driver, and make its decision.
2.10
Remedy(s) may include any or all of the following:
No action.
Suspension of drivers points for the day and time of
infraction.
A reduction in driver’s points.
Suspension of the driver from all Sanctioned Events for a
period of time.
Permanent suspension of the driver from the Sanctioning
body.
2.15
Any driver that is
penalized by the Organization, after first being allowed the
opportunity to address the issue, shall abide by the
decision of the Board and the Organization. Neither
Sanctioning fee(s) nor any perceived points earnings shall
be paid to the driver in the case of a sustained penalty
that affects the driver’s points or standing in the
Sanctioning Body.
Section
Seven: Points
1.00
Points shall be awarded to any driver in a sanctioned
Feature race as follows.

1.10
In any sanctioned
race, where eight or more Karts start the Feature race,
points will be awarded as follows:

Each remaining place scores points descending by 2 points
for each place.
1.12 In any sanctioned race,
where twelve or more Karts start the Feature race, points
will be awarded as follows:

place 54 points

3rd Place 46 points
4th Place 44 points
Each remaining place scores points descending by 2 points
for each place.
1.15 DQ
A Disqualified Driver, having first taken the first green
flag in a sanctioned feature race, shall score no points.
1.16
DNF A driver who fails to finish a sanctioned race, having
first taken the first green flag in a sanctioned feature
race, shall score the points for the position held as he
left the track, with all others finishing the race, or more
laps of the race, awarded higher positions.
1.20 The points total for
the racing season shall be based on 20 races. Drivers with
more than twenty sanctioned races will have their lowest
point races dropped.
Section
Nine: Prize Fund
1.00 The Prize fund shall be
awarded based upon a formula that divides the Total
Organizational Prize Fund by the total number of Sanctioned
Drivers. That number shall be the Base Number. The Base
Number shall be multiplied by the number of Sanctioned
Drivers in an individual class. That number shall be the
Class Amount.
1.10 The Class Amount of the
Prize Fund shall be divided among the top twenty point
scorers in their class. The monies will be divided in a
descending amount with High Point Driver awarded the largest
prize.
Section Ten: State Points
Champion
1.00 NWOK will recognize a
State Point Champion from each State that has a Sanctioned
Track(s).
1.10 Each racer may
accumulate points within a state regardless of his
residency.
1.15 Each racer may include
his highest scoring 15 races within a State towards the NWOK
State Points Championship.
1.16 In the event of a tie,
additional race scores will be counted one by one until a
winner is determined.
1.17 In the event that a
points tie cannot be broken by the formula stated, racers
will share the title of NWOK State Points Co-Champion.
